The market

Why Tampa Bay shoots the way it does.

The Bay is not one production market, it is three overlapping ones, and the beauty requirement changes depending on which you are in.

Corporate Tampa

Westshore is the largest office market in Florida — more than eleven million square feet of commercial space, roughly four thousand businesses and about a hundred thousand employees (Westshore district). Add Water Street, the fifty-six-acre downtown waterfront development anchored by ReliaQuest's global headquarters, and you have the densest concentration of executive portrait and brand-content work in the region.

Pinellas production

St. Petersburg has quietly built real infrastructure: LED-wall virtual production stages, cyc walls and multi-thousand-square-foot studios across the EDGE, Warehouse Arts and Innovation districts. The St. Pete-Clearwater Film Commission supports locations, crew and permitting at no cost, and administers a regional cash rebate on qualifying local spend.

Convention and activation

The Tampa Convention Center runs six hundred thousand square feet and hosts three hundred–plus events a year. Booth beauty, glam bars and press-day touch-ups are a throughput discipline, not a bridal one, and they get staffed differently.

Worth knowing before you budget: Florida has no statewide film incentive — the state offers only a sales tax exemption for qualified production companies (Film in Florida). Regional programs like the Pinellas rebate are therefore doing most of the work, which is why where in the Bay you shoot has real budget consequences.

Questions

Tampa Bay, specifically.

Do you travel to St. Petersburg, Clearwater and Sarasota for productions?

Yes, and we do not treat it as travel. Pinellas is a home market, not an away game — we work downtown St. Pete, the EDGE and Warehouse Arts districts, Clearwater, and out to Sarasota and Bradenton regularly. Travel and per diem only enter an estimate when a shoot genuinely sits outside the Bay area, and when they do they are stated in the quote rather than added to the invoice afterwards.

Can you staff a corporate headshot day at our Westshore or Water Street office?

That is one of the most common bookings we take in Tampa. We bring the chairs, the lighting, and the setup to your floor, work through a roster on a schedule your office manager can actually publish, and keep every portrait consistent so the executive team does not look like it was photographed across three different weeks. Tell us the headcount and the window and we will tell you how many artists it needs.

How much does production hair and makeup cost in Tampa Bay?

It is quoted per job rather than per person, because the variables that drive cost are talent count, call time, shoot length, and whether you need continuity coverage through the day. Send a call sheet — or just the date, location, call time, talent count and what the footage is for — and you will have real numbers within one business day.

Do you work with the St. Pete-Clearwater Film Commission?

We know the ecosystem. FilmSPC provides free location, crew and permitting support across Pinellas County and administers a regional cash rebate on qualifying local spend, which is worth understanding before you lock a budget — particularly since Florida has no statewide film incentive to fall back on. If you are weighing Pinellas against Hillsborough for a shoot, that difference is usually the deciding factor.

Can you cover a multi-day shoot or a convention week?

Yes. Multi-day commercial work and Tampa Convention Center activation weeks are staffed from a standing bench rather than assembled ad hoc, which is what keeps look continuity intact from day one to day four. Convention weeks book out early — if your dates are during a major show, lock the team sooner than you think you need to.

Are you licensed and insured in Florida?

Yes. City Lights Beauty Agency holds Florida Talent Agency License TA1765, carries liability coverage, and provides certificates of insurance to your production entity or venue on request. We are also used to vendor onboarding portals, W-9s and net terms — the paperwork stage where most beauty vendors drop out of a procurement process.
